Offender Electronic Monitoring
As an immediate alternative to reduce prison overcrowding and enhance parole and probation agency’s ability to effectively manage overwhelming caseloads of offenders released into the villages, this document will help readers understand the process needed to implement offender electronic monitoring(EM) strategies within the Marianas justice system programs. It is developed for criminal court judges, public defender’s office, defense attorneys and public safety agency directors to evaluate the benefits of EM and how it can be used to enhance current procedures for supervising offenders through the various stages of adjudication, while remaining cost effective.
When offenders are released into the villages and communities of Guam and Saipan with a condition of supervised probation or parole, the justice system has less control over their actions than during incarceration.
